Public bug reported: In a set of recent changes to support devices which have no modem, but do have GPS & HERE servcies enabled:
- System Settings now tries not to display 'cellular' options - Location service has a hard dependency on ofono starting (bug #1544712) The correct behaviour is for location services to function, and system settings to not display 'cellular' options.
