I proposed 'the hyphen way' to include GNOME Flashback. No, that is done by accountsservice (the Ubuntu version of it). l-s doesn't write to ~/.pam_environment directly - no reason why g-c-c would either. I haven't digged deep into the reason why it fails when there are no user specific settings previously. But when I started g-c-c from command line, I noticed an incorrect error message which said something like "ja_JP.UTF-8 is not installed" ...
