As a hack, you can still specify "<Primary>Tab" and
"<Primary><Shift>Tab" as keybindings, directly using dconf-editor or
gsettings.

For instance, gnome-terminal:

$ gsettings set \
  org.gnome.Terminal.Legacy.Keybindings:/org/gnome/terminal/legacy/keybindings/ 
\
  next-tab '<Primary>Tab'
$ gsettings set \
  org.gnome.Terminal.Legacy.Keybindings:/org/gnome/terminal/legacy/keybindings/ 
\
  prev-tab '<Primary><Shift>Tab'
