Affirming that I can reproduce the "can't drag a link icon around on the desktop" issue on 16.04
When reporting it separately was referred to this thread by sysop. Looks like this issue's been around a long while. Like has been said, doesn't prevent core functionality of Ubuntu or Nautilus, but is a rather up-front issue -- because it's a basic desktop action -- that causes consternation at times.
