I tried installing evolution and evolution-indicator on Ubuntu 17.04 and was unable to reproduce this bug. The indicator seemed to work normally. Please open System Settings. Click Security & Privacy. Switch to the Diagnostics tab. Click Show Previous Reports. In the webpage that opens in your web browser, are there any crash reports for evolution or evolution-indicator? If so, please copy and paste the oops links here. If not, please try again and make sure you report any errors to Ubuntu in the crash report box that should show up.
