Public bug reported: I have Window Focus set to Sloppy under Windows in gnome-tweak-tool.
When I Alt-` or Alt-Tab to switch to another window, focus switches to the new window briefly and then switches back to the window that the mouse is hovering over. This is a regression from 17.04.
