Public bug reported: unity-greeter gives an audio indication when the login screen is ready. This is considered an accessibility feature for people who have limited eyesight. (It's still possible for a computer to take well over a minute from startup to get to the Ubuntu login screen. For instance, LP: #1670336 is not fixed yet.)
