I would settle for having it be disable-able at all times. There is no reason why it should default to on for a device with a physical keyboard.
The desired behaviour would be: 1. Detect if there is a physical keyboard 1a. If there is a physical keyboard, on-screen keyboard defaults to hidden at all times 1b.
