the gdm greeter/login screen and the lock screen are mostly independent. The gdm greeter runs its own instance of gnome-shell running in a special gdm mode.
The lock screen is drawn by the current gnome-shell session and thus uses the current gnome-shell theme. What gnome-shell theme are you using?
