Public bug reported:

If a partition is created and assigned to mount at boot in a Luks
volume, when you boot you are prompted for your passphrase but the boot
does not stop to allow you to enter it.

Partitions created on Luks volumes during install cause the boot to stop
and wait for the passphrase before the boot continues.
