Ok, ps does show a /usr/sbin/gdm3 process running in cosmic.

The extra session that loginctl used to show is this one (shown from
bionic):

29033 tty1     Ssl+   0:00 /usr/lib/gdm3/gdm-wayland-session gnome-
session --autostart /usr/share/gdm/greeter/autostart

and this is no longer running on cosmic.

Fwiw, the gdm3 service status on cosmic shows the following error:

Oct 08 12:01:07 xps15-9560 gdm3[1425]: Child process -1688 was already
dead.
