I can confirm this - except the freezing/non-responding on a fresh Ubuntu Installation. I installed with 18.04 and upgraded to 18.10 afterwards. The default dock (no dock extension in use) is visible and fully functional at the lock-screen. The problem occurs not always, but - estimated - at over 50% of all lock-screens.
