Not a problem on live USB stick I installed from. I booted the live medium for Cosmic, set a password for the live user, created 'anotheruser' from the Settings panel, logged out and back in as the live session user.
Clicked the User Menu -> Live Session User -> Switch User, and I was taken straight to the GDM login screen, where I could switch user to anotheruser. And I was able to switch back and forth between the live user and anotheruser without any issues.
