When I reopened the settings window, the duplex setting had reverted to
single-sided.

I am currently unable to reproduce this issue, because now when I add
the network printer in question the printing options page is blank, so I
can't capture a journalctl of what happens when I try to change its
duplex option. Why is the printing options page blank? Another bug.

And then there's a third bug... After adding that new network printer I
removed it, and the UI said it was removed, but then when I closed and
reopened the printer settings page in control center, there it was, back
again.

Just in general, the printer settings page in control center has all
sort of wrong behaviors like this. I've observed stuff like this many
times in the past few years, too many to enumerate them all.

My guess is that there's a whole bunch of code in this app that should
be doing error checking but isn't.

You can leave this bug marked "Incomplete" and do nothing, or you can,
y'know, maybe actually have someone try to reproduce it or even maybe
look at the code and try to find the places where it's not doing the
error checking that it could be. Whatevs.
