In this case I use Ubuntu 18.04. On another device with Ubuntu 18.10 I
have the same UI problem.

Because the view in the Pop-down usually reflect the same wrong
appearance as the configuration dialogue, I thought that both may have
the same source of error. This case where the Pop-down not appear with a
network icon and text (only happened on 18.04) also only exist in the
configuration with an USB-Thetering. It's finally only a UI problem, the
Network configuration is working without Problem.
