xbacklight works for me at Ubuntu 18.10. I have notebook with hybrid graphics but i disabled Intel Graphic in UEFI settings. I'm using nvidia-driver-390. I can't test with Intel Graphics cause Desktop does not launch after Login with Intel GPU.
