bug 1725676 is about not being able to select a different keyboard layout while this is about being able to select a different layout, but it not actually working. It's unrelated.
bug 1652618 sounds similar, but the solution makes it seem to be different. I went in and changed the settings to ensure both Qwerty and Dvorak are options on the login screen, but switching between the layouts seems to have no affect and always remains the default one. bug 1566357 seems to be about a particular layout that's non-English... I'm using Qwerty and Dvorak which are both English layouts. My issue is also not about a layout not working, but that it's not switching to it.
