@Doug: Are you using Nouveau or some other graphics driver? I have also done some further testing - on 18.04, 19.04 and eoan. Basically it works (most of the time) if I use NVIDIA, but fails when I use Nouveau.
The computer I'm using is old (~ 10 years) and is getting 'tired'.
