So. This problem is still here. I found following situation: On older 16.04 layout is changing with releasing Control/Shift/Alt keys. In 18.04 layout is changing while pressing key combination. May be it is setting somewhere in X.org? Is it possible to find and change it? It can affect all people in the world, that have non latin-like language as basic language.
