Have the same issue, even reboot didn't help me (but it was working some time 
ago). I get this in auth log:

But user "autotest" has set password, I'm able to login to him over SSH

Any idea/workaround?

Used SW:
* Ubuntu 19.04, GDM 3.32.0, kernel 5.0.0-27-generic
