I figured out how to reproduce this:

1. Login to gnome and make sure to start a KDE application like karm or 
pwmanager that lives in the gnome-panel.
2. This should start the dcopserver process.

If you restart gdm all subsequent logins will result in KDE applications
that normally live in gnome-panel to be started in a tiny window.
Quiting these applications, killing dcopserver, and restarting the
applications will result in the correct behavior.
