That shows the upstream version of some of the many GNOME packages (don't know which one). I think Ubuntu Budgie uses gnome-control-center by default. Yes, knowing how to reproduce is always useful, of course. (But I still can't reproduce it.) You seem to be using some other theme but the default Yaru one.
