@Rajat Pandita: awesome, thanks for sharing! I came here to report that I too was experiencing this bug: GTX 1060, up-to-date Focal Fossa beta, NVidia 440 driver series, 5.4.0-24 kernel. Couldn't log in.
Removing `splash` from grub's kernel parameters solved the issue, but adding `nvidia-drm.modeset=1` is a much better solution since it leaves the splash screen unaffected (so you get a nice-looking boot). Besides, I remember from using KDE on Archlinux that `nvidia-drm.modeset=1` is required to get decent performance from NVidia drivers on KDE (though on Ubuntu I'm using Gnome).
