There's a surprising number of clipboard fixes already landed upstream and waiting to be released in mutter 3.36.2 -- we should probably wait and see if they help. Most of them don't have associated bug reports :/
Also, in case you haven't already please try both 'Ubuntu' and 'Ubuntu on Wayland'. In case one works better than the other.
