Public bug reported:

Local deb packages on Ubuntu 20.04 are by default opened in "Archive
manager" instead of "Software installation" (Snap Store) when opening
them in Nautilus. The "Software installation" option must be manually
selected by right clicking the package and selecting "Open with other
application". I believe that this was not the case on Ubuntu 18.04 and
it is not the case on Fedora and other distributions where "Software
installation" is the default option for packages.
