it looks like it's more an issue of gnome-terminal, because the inner-
width is smaller while scrolling. Tested with git output which reaches
right border of terminal window, while scrolling it will be wrapped to
next line. afair in 18.4 i had modified scrollbars to be always visible
(not fading in if cursor is over border)...maybe this bug is older and i
noticed it now only in fresh 20.4 without the visibility change (don't
remember how i did)
