This is still an issue in Ubuntu 20.04. I changed it manually: Settings > Language and Region > Manage Installed Languages Install/remove languages choose: other (it only shows a small list at first), and check "Dutch".
Afterwards, go to tab "Regional Formats". Here, you'll see "Deutsch" as a display language for numbers, dates and currencies. Now you can select "Nederlands (Belgiƫ)". Press "Apply system-wide".
