I also experienced this issue, under Zorin OS 16.1 (based on 20.24). The brasero-cdrkit was already installed.
After a bit of troubleshooting, I came across a Reddit comment [1] which explained the actual cause of the issue: the CD-R that I was attempting to write to was not blank. It appears that Brasero doesn't support writing to CDs that already have data, but instead of providing an informative error message, it instead behaves in a confusing and erroneous way.
