Public bug reported:

Triggering a restart through Alt-F2 then "r" causes GNOME to hang for a
few seconds before going to the "something went wrong" screen prompting
the user to log out. But once you log out and back in, the system still
has issues, with application now taking far longer to launch. This is
ultimately resolved by a full system restart.
