Multi monitor with different scale factors causes app grid labels
scaling to break when page scrolls from direction of adjacent monitor
with higher scaling.

Steps to reproduce:
1) Configure a second monitor (higher scale factor) to be either on the left or 
right of the primary monitor (lower scale factor)
2) Open app grid
3) Scroll page so it moves toward the secondary monitor
4) Scroll page back to make it come back from the direction of the secondary 
monitor
5) Observe enlarged text

Disabled all extensions to rule out an extension being the cause.

Possibly same underlying cause as this bug?:
