Public bug reported:

After a system resume from suspend, the system hung before rebooting.
On boot gdm would no longer start.

Have tried apt-get purge gdm3 & then apt-get install gdm3 ubuntu-desktop
I've also tried disconnecting all peripherals, still nothing.
Also enabled dump cores if xserver crashes in /etc/gdm3/custom.conf but don't
think it's getting that far.

Still not working.
Working under a broken sddm at the moment.
