Public bug reported: Binary package hint: epiphany-browser
The summary may sound strange but hear me out It has become common practice in GNOME to disable the possibility of some operations if they are deemed "unnecessary". This takes power away from the user for no good reason. If the intention is to signal that the operation would be unnecessary there must be better ways. Now for this particular instance the problem is as follows. I planned to experiment with the font-size of a page. When seeing that the "Normal Size" option was unavailable I naturally assumed that the operation was not possible for some reason. Out of fear of not being able to restore the software to "Normal Size" I refrained from experimenting with the font-size. Instead I propose that the command is left available and that the current state of the font size is signaled in some other way.
