I've dug into this further and it looks like the low battery warning not auto-hiding is actually intentional behavior. The notification stays visible as a reminder in case you're not at your screen when it pops up, but you can click to dismiss it manually. When you plug in the charger, it dismisses because that's a system-level event that takes precedence. Since this is working as designed, there's nothing to fix in Ubuntu directly. But if you'd like this notification behavior changed - for example, wanting it to auto-dismiss after a set time regardless of charging state - that would be something the GNOME developers themselves would need to consider as a design choice. I recommend filing a report at https://gitlab.gnome.org/GNOME/gnome-shell/-/issues where they can look at it directly. For now, I'm closing this report on the Ubuntu side since there's nothing for us to fix.
