Public bug reported:

The "Ubuntu Desktop" section in the Settings app is empty and displays
an error message.

Steps to reproduce:

Open "Settings" (gnome-control-center).

Click on the "Ubuntu Desktop" tab in the left sidebar.

Expected result:
I should see configuration options for the Ubuntu Dock, desktop icons, and 
other desktop-specific settings.

Actual result:
The main pane is empty, showing a sad face icon and the message: "No Ubuntu 
settings found. Oops, something has gone wrong. Please report a bug in 
Launchpad."
