"Settings > Multitasking > Screen Edges > Window Resize" actually
controls the upstream GNOME tiling feature Ubuntu doesn't use. It will
usually be overridden by "Settings > Ubuntu Desktop > Enhanced Tiling"
so maybe that setting has been turned off? This is somewhat covered by
bug 2145174.
Please run:
dconf dump /org/gnome/shell/ > settings-changes.txt
and attach the resulting text file here so we can see what nonstandard
settings are in use.
