Public bug reported:

With upgrade to Ubuntu resolute, the evince PDF renderer
(49~alpha-2ubuntu2.1) stopped accepting Ctrl-Scrollwheel for zooming.
Instead of zooming, the input is ignored. Ctrl+"+ key" still works.

This is a known issue for which a patch is already available:
https://gitlab.gnome.org/GNOME/evince/-/work_items/2131#note_2786699

I can confirm that on my system, manually building
https://gitlab.gnome.org/GNOME/evince/-/merge_requests/753 (commit
39ea746e0e4be9ada46ff7fd274011aa4a088179) solves the issue.
