This is quite complex, but also quit important IMHO (this bug is a
symptom, but I think such different behavior depending on how you
interact with the packaging system will lead us to more issues that I
believe in this resolving). I further think this should get in before
26.04.1 is released and therefore set the milestone accordingly.
