We can rule out Mutter and the kernel. I found that the bug doesn't
exist in ubuntu-26.10-snapshot2-desktop-amd64.iso until I do a full-
upgrade. And then the bug appears without restarting the shell or
rebooting. So it seems like a GTK to Glib issue. Maybe Mesa, but that
seems less likely.
