I reported a very similar issue on Ubuntu 24.04 LTS in bug #2170511 (also cross-referenced in #2143073).
My setup (Intel UHD 770, i915, Mutter 46.2-1ubuntu0.24.04.18) exhibits almost the same behavior as described in comment #9: GDM greeter, recurring DisplayPort hotplugs every ~9.44 seconds, and `ShmemHugePages` growing by ~44 MiB per cycle. Powering off the affected monitor stops both the hotplugs and memory growth.
