I use Ubuntu Edgy Eft. I can reproduce this when I have app focus in Epiphany, Gedit, etc.
Please test it on another machine. Or could it be a Gnome misconfiguration? I checked again and inmy shortcuts configuration it says that F1 opens the help browser.
