I would like to confirm this bug. My normal desktop resolution is 1280x1024. When I use my TV-Out I switch to 1024x768. Changing the resolution does not affect the order of the items on my panels immediately. But, if I changed the resolution at least once, then after a reboot the order of items on the right side of my panels have changed. This does not happen if I reboot after a session during which I did not change the resolution.
Also, it happens both when I use xrandr and when I use the gnome- display-properties GUI to change the resolution.
