First, log in as a normal user and ask GConf what it thinks those values are for the user: gconftool-2 --get /apps/panel/global/locked_down If it gives you "true", there is a bug in your version of the panel. if it gives you "false", then there is something wrong in your GConf setup, so that users do not see the change you made.
