The issue is not so black and white as that (per my understanding).
There are sync issues that block the translations coming upstream. It is
up to translators to get translations upstream. It would be fantastic if
Launchpad had an easy way for GNOME to pickup translations when we want.

PS. I am not on the Launchpad translation team, but I do hack on
Launchpad Answers. Ubuntu *does* want it's translations going back to
GNOME, our favorite desktop.
