The only things that should ever have ended up in ~/.gnome2/ are things that were using libgnome's configuration API. If you see another app that doesn't use this API putting stuff in ~/.gnome2/, get it fixed. If you see an app using libgnome's config API, really fix it :) So I'd be happy seeing this as a GNOME goal.
