The FSF freedoms are sufficient for that You can choose to run the old code You can choose to modify the old code You can choose to share modifications to the old code It's completely within your power to fork GNOME if you wish and to create a new alternative configurable desktop or to run a modified Gnome that includes the choices you want. It's in your power to share those mods, to work with others of like mind and to create a whole new desktop from it should you wish.
