The designs haven't been publicised because they are not sufficiently developed, and as such have not been documented. Once they are there will be opportunity for discussion. Just because a design is documented does not mean that it is fixed, and I fully expect that the designs will be changed as a result of public discussion. That's what happened with the system status menu last cycle, and I think that the resulting design benefited. I see no reason why the same process should not be effective in this case.
