Hi Patrick, As I know, there are some hosts in the releases.mozilla.org pool. Not all of them are active at any given time. The nameservers will hand out the request so that the traffic is generally evenly distributed among the active hosts.
It's possible that during some specific time, the server 202.177.202.154 has some problem or connection issue. If you run the spec later, it's possible that your download request will go to another server or the problem has been fixed.
