I deliberately said "or whoever", as I don't know myself exactly how or when that final decision is due to be made. The UI spec is really an exercise in best presenting whichever apps it's decided we're shipping by default, which is ultimately a separate (but related) discussion. (You could perhaps argue that doesn't make it a true UI spec, but I don't know what else to call it...)
