No, it isn't. 
pkgtool "goes through the spec files" ... "and handles it for you"
The order on the command line doesn't count. 

If it fails, then spec files don't specify the full set of required
packages.

starting with pkgtool version 1.3.x, you may specify the top 
spec-file and with --auto-deps the missing prerequisite packages 
get auto-selected and again sorted to have the correct build-order
