Do we really need the gnome-panel tool-tips enabled ? the tool-tips are being placed on top of the panel icons that I am trying to use . So I turned tool-tips off.
gconf-editor
apps>panel>global>tooltips-enabled = false
If the tool tips could be placed above the panel itself they would not be
so annoying.
